Legislative basis for CCAM testing

Legal basis for testing: Ordinance (2017:309) on Trials with Automated Vehicles

Trial operations involving automated vehicles may only be carried out with permission from the Swedish Transport Agency. Automated vehicles are defined as “vehicles equipped with an automated driving system that independently control and drive the vehicle for part of, or the entire, trip”. To receive a permit the applicant, must prove that the trial is safe and will not cause any disturbances to its surroundings. During the trial a driver must be present inside or outside of the vehicle. The person who activates the automated driving is to be considered the driver and is responsible for the vehicle until the automated driving is inactivated. The permit is always limited in time and can be assigned with other terms and conditions.

The application procedure is defined by The Government and defines the following requirements:

The ordinance is not limited to specific groups.

List of requirements:

  • Completed application form.
  • Insurance for vehicle
  • Registration of the vehicle
  • Description of the modifications to the test vehicle (if based on type-approved vehicle)
  • Description of the automated driving function, which is intended to be tested.
  • Conducted risk assessment / analysis.
  • Performing a successful pre-testing phase on public roads with no passengers
  • Confirmation of / information to road operator
  • Description of the AD vehicle’s compliance with the traffic regulations, Description of how the trial operation should be managed and how responsibility should be distributed within the trial operation team.

Responsible for the safety validation:  Applicant (by means of self-assessment)

Average handling time for the process: 3 – 6 months

Application fee: The fee depends on the time spent testing the vehicle. The hourly rate is of 140€.

Is a test permit issued by another country accepted? Not accepted.

 

Conditions for Testing

Vehicle categories: Small urban goods delivery vehicle robots, shuttles, trucks, cars and buses

ADAS / AD systems: No limitations

Use-Cases: No limitations

Geographical areas: No limitations

Permit validity: The permits are time limited, but it is the applicant who chooses the time frame and it’s possible to extend the permit.

Other conditions: The permit comes with conditions. These depend on the trial activities being performed and can be speed limitations, functional limitations, environmental conditions etc. 

 

Driver Requirements

Safety driver: When traveling with automated vehicles that belong to the vehicle class passenger car, lorry, bus, motorcycle or class I moped, there must be a driver in or outside the vehicle. The Swedish Transport Agency may set conditions that there must be a driver for other automated vehicles in the same way if the Swedish Transport Agency deems it necessary for traffic safety reasons or for other special reasons. The person who activates the automated driving is considered the driver of the vehicle until the automated driving is deactivated.

Remote operation with no safety driver inside or in sight of the vehicle: For CCAM limited remote driving, AD function is primary function to be tested. There is no traffic regulation prohibiting remote operation.

 

Data Requirements

Black box needed: Not mandatory.

Obligation to report to authority during/after CCAM tests: Mandatory. Reporting should be done once a year and at trials end. The report shall reflect the trials scope and objectives.

Test reports availability to the public: Available on demand. Confidentiality review needed.

Obligation to report to authority in case of accident: Mandatory. The trial organization need to contact the Swedish Transport Agency if an accident occurs.

Any other supervision / monitoring performed by the authority: No

National database for storing reports provided: Non-existent.

Requirements on data recording: Not required.

Requirements on disclosing data during/after tests: Not required.

Data exchange mechanism specified: Not specified.

Test vehicle needs to be connected and / or cooperative during test: Not mandatory.

 

Infrastructure

Testing facilities on public roads: Non-existent.

Testing facilities on private areas:

 

Cross-border CCAM Testing

There is not cross border acceptance of permissions.

Despite this, the European organization CCAM (Connected. Cooperative & Automated Mobility) has an early-stage project called MODI but it is an early stage and an application for trial operation has not been submitted.
